Update the efs-utils patched version checksum and URL

Description of changes

• Update efs-utils to use v2.1.0-patched.tar.gz which has a fix for solving below error

error: package `backtrace v0.3.75` cannot be built because it requires rustc 1.82.0 or newer, while the currently active rustc version is 1.75.0
