Motivation and Context

Update design document with final API naming decisions from surface area review and scope implementation to async client only

Modifications

Updated S3 pre-signed URL GET design with final API naming (AsyncPresignedUrlExtension, PresignedUrlDownloadRequest) and moved sync client implementation to future work
