chore(clients): enable inliner build for new clients

Issue

Updates codegen so new clients are generated with the inliner build command for dist-cjs.

Description

I realized the inliner package.json script was only applied once manually, and newer clients haven't been using it to generate dist-cjs because it wasn't part of codegen.

Testing

CI will be sufficient
