telemetry(amazonq): Aligning telemetry strings in VSC and JB.

Description

In Jet-brains, IDE emit telemetry event message as TestGenFailedError: Sorry, Test generation failed. Please try again in few minutes. but in VSC as TestGenFailedError: Test generation failed making hard to track two different string in kibana.
Fixed this in this PR.
