deps(amazonq): Update service-2.json for Amazon Q

Types of changes

• Bug fix (non-breaking change which fixes an issue)
• New feature (non-breaking change which adds functionality)

Description

This was done using follow steps:

1. Copy the aws-sdk-external-2022-11-11/c2j/codewhispererruntime-2022-11-11.api.json
2. Format the json using prettier extension in VS Code
3. Copy the formatted json back.
