Problem: The vscode Output panel now supports filtering: https://code.visualstudio.com/updates/v1_97#_output-panel-filtering This means we no longer need the `AWS (Developer): Watch Logs` command. Solution: Remove the `AWS (Developer): Watch Logs` command. ref aws#4176
