Problem

The Amazon Q plugin experiences slow startup times due to frequent API calls to fetch region profiles. The current cache expiration of 60 seconds causes unnecessary network requests, as region profiles rarely change.

Solution

Increased the region profiles cache expiration from 60 seconds to 1 hour (3600000ms) in RegionProfileManager.
