Merging release candidate changes from release/rc-20250815 into master branch

## Problem

There is an issue we suspect is related to the recent support we added
for proxy auto-discovery on this GitHub issue:
#7878

## Solution
Disabling the experimental proxy support

- Treat all work as PUBLIC. Private `feature/x` branches will not be
squash-merged at release time.
- Your code changes must meet the guidelines in
[CONTRIBUTING.md](https://github.com/aws/aws-toolkit-vscode/blob/master/CONTRIBUTING.md#guidelines).
