Comment out tests which are buggy on EC2 instance. **Notes** This was a decision made by @zuoyuan
Creating the taball is now optional. The verbose output is disabled by default, but can be overridden. The README has been updated to reflect these changes. **Testing** I tested running the script with and without the arugments.
Change so that creating a tarball exits early and does not build the CE application **Testing Done** I testing creating a tarball and building the application.

Create a Github Action that trigger's the test infrastructure running on code build. **Testing Done** I have developed and tested this workflow from my own fork of the repository.
Fix documentation to match functionality. **Testing Done** ran `sh./scripts/test.sh -h` to ensure the usage description is accurate.
Update readme to include information about how to use the automated release action.
