chore(core): Localizes Utilities and Metrics

Description

Localizes utility methods and metrics where they are used in binaries.

This reduces the amount of logic in the tips-core crate as we prepare to move this logic to the base/node-reth repo.

Note

Once base/node-reth#303 is merged, we can delete the tips-core crate and use these types.
This makes progress on turning base/node-reth into base/base and moving these applications into base/infra.
