Reverts #1955
This PR broke
bin/rails test test/controllers/users_controller_test.rb:79with an error I could reproduce locally by trying to upload an avatar (ActiveStorage::FileNotFoundError). I will revert, to investigate this week...cc @jeremy @flavorjones
