wip, probably supercede #2880

Basic logic is:

  • When creating the toolchain repos, keep track of which are compatible with the host
  • When a toolchain doesn't have a host-compatible variant, search among the ones that are compatible, looking for something compatible with the version that was registered, i.e.,
    • if "3.10" was registered, search among 3.10.* registrations
    • if "3.13.3" was registered, search among other 3.13.3 registrations
