Add Hermetiq to commercial remote execution services (and also to Bazel Product Partner page)

Summary

Adds Hermetiq to the list of commercial remote execution services on the community page.

Hermetiq provides:

• Managed remote cache and remote execution (hosted Buildbarn)
• Build analytics via Bazel BES integration
• Cache miss debugging with root cause analysis
• RBE cost tracking and infrastructure telemetry

Changes

• Added Hermetiq entry to the Commercial section in site/en/community/remote-execution-services.md
