This PR needs a lot of work still, but the proof of concept is here.

This helps to cover the user asks of autofilling details when adding new properties. It pulls information from the parcel layer and uses it to fill what it can. In some cases, there's some manipulation and matching needed, because the values in the parcel layer don't match 1-to-1 with how PIMS stores values.
