Removes [@tootallnate/once](https://github.com/TooTallNate/once). It's no longer used after updating ancestor dependency [@angular-builders/jest](https://github.com/just-jeb/angular-builders/tree/HEAD/packages/jest). These dependencies need to be updated together.
