feat: #792 analytics dashboard

ref: #792 - FOM admin Analytics Dashboard.

• Add additional dashboard filter for selecting ProjectPlanCode for queries.
• Add additional attributes return for PublicCommentCountByForestClientResponse.
• Add few backend tests to ensure endpoints are protected by AdminGuard.
• Update swagger-spec and gen analytics dashboard api client codes for frontend.
• Add ApexChart library.
• Add and use new AdminGuard at frontend for router.
• Add a new tab on header for "Analytics dashboard" entry.
• Add new analytics-dashboard route with guard and analyticsResolver.
• Add a analytics-dashboard Angular component to display the charts.
• Add initial chart configuration at analytics-dashboard-chart-config.ts for all charts
  and update chart options dynamically.
• Add analytics-dashboard-data.service.ts service to get chart data from backend.
