This PR allows for CIDR-like syntax to be specified, even when the provided address is not technically a legal CIDR network string due to denoting a specific host. This is a useful shortcut for tasks such as scanning a local network (just copy and paste the result of the Linux command
ip addras an argument). This permissive syntax is also permitted by nmap by default.
