Refs #4039 (implements the first part of @freakboy3742's suggestion, that is "A single boolean for "bleed titlebar". Bleed behavior always applies to whatever axis actually has the titlebar.")
There's some design decisions involved inline that I will document with a comment here once I get the docs and tests straightened up. Some things are macOS 26+ and iOS 26+ specific, so no-covers are likely needed.
