Overview
Updates crate dependencies across the workspace.

win_event_cli bumps anyhow, clap, tracing, tracing-subscriber, and ctrlc. win_event_hook bumps bitflags, lazy_static, rayon, and the Windows bindings (windows crate to 0.62.2), and loosens the dev tracing-subscriber constraint to 0.3.*.
