Per #22130.

This is related to difficulty building the required system dependencies on Windows, per @greeble-dev on Discord.

In case it's relevant: I don't get a rust-analyzer warning, but I do get a CI error inclippy --all-features. As far as I can tell I'd need to install pkg-config and build x264 from source: https://www.videolan.org/developers/x264.php, but maybe there's something prebuilt available.

we could switch to another encoder crate that needs a bin available at runtime like those depending on ffmpeg, or fork the crate and make it work for us

I don't really want to fork it, but I think people are going to have Opinions on formats and such anyway during the 0.19 cycle and the crate can be revisited then
