Partially adds doldecomp/dolsdk2004 headers suggested in #409
The added dolphin headers were modified to fit our monolithic dolphin.h setup (removed
#include <dolphin/types.h>and some other minor modifications). They are now meant only to be included transitively bydolphin.hand they likely won't work correctly if included individually.
