What does this PR do?

Improvements, bug fixes, and code organization changes for the plugin.

• Raised hands dropdown - Added a popover dropdown to display a list of users with raised hands, allowing quick access to the raised hands list.

• Swap layout button - Added ability for users to swap the PiP layout; button is hidden when layout swap is not available.

• Skeleton loaders - Added loading skeleton animations for webcams and screenshare while content is loading.

Bug Fixes:

• Fixed focus warning appearing too frequently - now only shows when user is not sharing webcam or joined to voice.
• Fixed raised hand notifications showing stale data.
• Fixed focus warning not disappearing in some cases.
• Fixed chat message content being cut off.

UX Improvements:

• Improved keyboard navigation throughout the plugin.
• Block UI rendering until layout is ready to prevent layout flash.
• Added enterpictureinpicture media session action handler for better PiP integration.

Code Refactoring:

• Improved tooltip component with better accessibility.
