This is my first attempt at adding web-test-runner based cli testing to hyperscript. I had eleventy upgrades in here as well but have removed these for now as they break the netlify pipeline.
I've also added back full tsc type checking to enable better prompting in code editing for possible type errors and also full tsc type checking during cli testing. Updated all source files to have passing type checking except for the deno-hyperscript plugin because it lacks the deno setup for this testing.
