The build was failing after the update due to the bug described here: splunk/addonfactory-ucc-generator#1972.

I have addressed this by using the ubuntu-22.04-arm runner for our builds, which will automatically install the aarch64 binaries required by Splunk. Then I could remove the os-dependentLibraries option and related steps in the build scripts, which also simplifies the configuration. If this is OK with everyone, I will add a note to the Contributing Docs, as the only drawback here is that non-ARM developer machines will get validation failures locally. We develop on Macs so I don't expect this to be a huge issue.

I could not find any better workaround. The bug occurs in upstream code (interaction between Splunk UCC + pip) and cannot be intercepted by our build scripts.
