feat: 添加权限控制批量编辑功能

• 新增批量编辑对话框，支持文本格式编辑权限控制规则
• 格式：动作|CIDR|协议|端口|备注（使用竖线分隔，避免与端口逗号冲突）
• 协议字段改为下拉选择（ALL/TCP/UDP/ICMP），提升用户体验
• 添加数据验证：CIDR格式、协议、端口范围、空值检查
• 自动过滤空条目，优化错误提示信息
