This PR adds a new "User Preferences" section to the settings page which allows the user to toggle on/off the lexical version of the editor. The lexical editor's basic editing and formatting functionality is working well. Next step is to add the ability to "embed" different component types (HTML, image, video, and custom components), which is a big feature.
