feat: add support for cloudshell

This PR addresses #5691

• Addresses the issue in full
• Addresses only certain aspects of the issue

Description

1. Adds support for manually accessing the DB and API through cloudshell.
2. Refactors how the security groups are created to make it easier and reduce possibility of human error.
3. Adds permissions to the deployer permission set needed for a functional AWS web console experience.

How Can This Be Tested/Reviewed?

I tested by deploying the infra updates to bloom-dev.

Author Checklist:

• Made corresponding changes to the documentation
