This PR allows the user to have Points of Interest with dynamic positions. The Latitude and Longitude of those positions comes from the Data Lake.
This PR effectively allows users to track other vehicles in the maps.

The PoI in the video is being randomly moved with a Javascript Action.
The implementation is somewhat big, and has some bugs. I will try to narrow it down before opening the PR for review.
