This PR implements a TimescaleDB-based DB access class and repositories for relevant data.
The implementation should be 1:1 compatible with the MongoDB implementation, however the scope of the PR is extremely broad by definition, so bugs are likely.
Fortunately, all changes are optional and additive, so we should be able to merge this in and play around with it.
