Revamp CI

Revamps GitHub Actions to take advantage of Bombshell's shared workflows from the automation repo, simplifying maintenance across the org.

Also combines the existing CI + Lint actions into a single CI script with updated concurrency rules.

As always with GitHub Actions, this will probably break and require a follow-up.
