MR for #265
Provides a command to start a process at a specific element in the process (e.g. event or activity like serviceTask). This serves as a preparation for the implementation of the commands in the adapter (i will make a MR for cib7 and c8 as well).
Also decided, to name the command "element" instead of "activity" since its not limited to be a userTask, serviceTask or co but could also be a (waiting) event.
