ci: update armv6 build to ubuntu 24.04, remove clang-10

clang-10 is no longer available to us. It is not in the llvm-apt any more for ubuntu 22.04 or 24.04.
After some fiddling, I have managed to get our armv6 cross to build and work on ubuntu 24.04.
Updates cspell action to 24.04
