Refactor topic pipeline to lock-free fanout

Summary

• replace the topic ingestion pipeline with a lock-free, sharded dispatcher that reduces fanout contention
• add an adaptive async backoff utility for interacting with the new lock-free queues
• expose the lock-free module and register the backoff helper for reuse
