I don't think this is unused, unfortunately — the workflow builds the Dockerfile, which has an entrypoint of make, and then runs the python-release target. so I do think this is used, unless I'm misunderstanding where those commands get run?

Ah, missed the "make" entrypoint on the docker image. Good catch.
