Because this is only supported with version 1.54.0 we will also need a version check allows this only for that version

@srikrsna-buf When is the next release of rules_buf planned for? I'm curious when ppc64le support will be available in a release version of rules_buf (as there are already binary releases of Buf for the ppc64le architecture). |

As of v1.54.0, buf supports releases for the ppc64le architecture. Add ppc64le to the list of supported cpu architectures in the buf bazel toolchain.
