  • add CODE_OF_CONDUCT: copied directly from wasmtime.
  • add CONTRIBUTING: suggests zulip, and the bug tracker
  • README: add Bytecode Alliance Project declaration
  • CI: add clippy, which is "code analysis"
  • add ADOPTERS.md
  • change license to only Apache-2.0 WITH LLVM-exception, as required for BA projects.
