Rust bindings for VVenC.
Work in progress: the safe bindings are not stable yet and may change at any time. It will be stabilized once some integration is done to validate it, e.g. with gstreamer.
This crate is license under the BSD-3-Clause-Clear license, to maintain compatibility with the VVencC's license.
