I checked in odoo:

• 8.0 has 2.1.1 in requirements.txt
• 9.0 has 2.2.0 in requirements.txt

and actually the dependency seems optional:

I think there is no reason to keep the old one.

Anyway it is defined in most projects if not all. We can set it to 2.1.1.

for the record, ever psutil > 4.0 should work on the most recent revisions: odoo/odoo#11459
