This is needed so that updates to the keyboard layout from ensureEarlyBootXKBConfigUpdated() trigger a kcmdline update in the next ensure loop instead of having the pending extra snapd kcmdline fragements lazily applied with other changes. Signed-off-by: Zeyad Gouda <zeyad.gouda@canonical.com>
