This release fixes the initial conditions of the project.

It defines what this is, and what it is not.

• It is not a platform.
• It is not a mandate.
• It is not a movement.
• It does not claim authority.
• It does not require adoption.

The README contains a Genesis Note describing:

• governance as agreement, not control
• participation as opinion, not mandate
• execution as neutral
• exit and branching as legitimate responses to capture
• stewardship as provisional and ignorable

A small proof of concept is included to demonstrate feasibility.

It is illustrative, not normative.

From here, the project may evolve, fragment, or be ignored.
