Adds a STORYBOOK.md with deployment config for Vercel.
This PR also serves to verify the Vercel Storybook deployment is working correctly.
Vercel project settings needed:
pnpm install --frozen-lockfile --ignore-scriptspnpm --filter @cartridge/arcade build && pnpm --filter @cartridge/client build-storybookclient/storybook-static
