Change the ResourceTreeView to use a single DataTemplate that can display a file or a folder. There was some internally caching issue that was causing the template to get out of sync with the resource when we were using the DataTemplateSelector. Also extracted a FolderStateService which manages the expanded state of folder resources in the workspace.
