Added a controller-only Lua installer include to the Ubuntu role so controller hosts run the Lua build steps while other nodes stay untouched (playbooks/roles/cais-controller-login/tasks/ubuntu.yml.
Simplified install_lua.yml to always install prerequisites, download/extract Lua 5.4.6, and run
make linux install.
