By leveraging directories over repos for committees the bar is lowered to create them, collaborate between them. - Change instruction in README.md from repository to directory - Create skeleton directory for use for a committee - Split committee README.md template from repo README.md - Add default apache two license from https://www.apache.org/licenses/LICENSE-2.0.txt

general question about Apache license. Looking at the main ceph repo (https://github.com/ceph/ceph) - it seems to be other ones. is there any reason to pick one vs another? |

That did not change. I just added the license as a file. The license used is what was originally recommended in the original README: ceph-committee-template/README.md Line 37 in b6281d6 |
