Upgrade CERN Open Data portal version to 0.11.0 and change local development server to use port 8000 in order to avoid conflicts with port 5000 on macOS.

Note: Ideally we should do this only from v0.10.3 (or even better v0.11.0 to indicate a breaking change of sorts) when the portal will have port 8000 changes merged.

What about using the tag stable (that I just created on that repo) ? That way, the readme doesn't have to be modified to point to the latest stable release
