This PR assumes we do not need python2 support anymore (is it the case?). On my system 'python' is python2, so this PR fixes the build system to use the correct 'python3' executable name.

The CI failures seem to mean that the ci.yml or FindCython.cmake need to be update too.

I do not know what is the problem with the lapack build. The commands from build_fortran work on my box. @certik, any hints?

I need to debug it. Maybe it fails in master also. Let me have a look.
