Users with Screen Time enabled will not be able to edit their date and time until disabled.
This is troubleshooting steps directed at Blocking Updates.

This edit is for users of Screen Time who are trying to install the OTA blocking profile.
Screen Time affects the ability to modify the Date & Time. I have edited the page to add to give a potential reason to why the user cannot edit their Settings.
I edited Troubleshooting to give step by step instructions on how to disable Screen Time.
