Add note about Caliptra SS compliance

What's captured at https://github.com/chipsalliance/Caliptra/blob/main/doc/Caliptra.md#caliptra-subsystem-trademark-compliance lacks detail around subsystem integration requirements and does not describe which of the existing Caliptra-Core requirements are met by subsystem.

The current checklist is specific to Caliptra-Core v1.x. Updates are going to be needed for both Core v2.0 and Subsystem. I agree that the trademark compliance section should be moved though. My suggestion would be to create a parallel requirements checklist doc for subsystem and use this as the starting point for a 0.1 draft. That doc could then be linked in the policy doc (with appropriate disclaimers regarding it being work-in-progress).

Ok Once we get subsystem in place we will rev the tm policy to 2.0
