This PR moves _generate_default_id into BaseHandshake as a static helper and removes unused commented code.

The _generate_default_id method is defined to accept *args: Any, but these arguments are not used within the function. To improve clarity and accurately reflect that this function does not require any arguments, it's better to remove the unused *args from the signature. This makes the function's contract clearer to developers.
