Go 1.24 added `go tool` for tool invocations, use it to keep gingko test execution in sync with the version in the project

The way ginkgo is run is the same over tens of projects. Don’t really want a single one different |

I can go update those too(if they're in this org), but I continuously get version warnings for various reasons and it was starting to get old. |
